Yeşilırmak Basin Development Plan sets the main development axes of the Middle Black Sea Region.  According to the Master Plan the main objectives are as follows:
- Creating an effective spatial organization
- Developing human resources and social structure
- Increasing competitive capacity and external engagement of the enterprises
- Protecting ecological balance and environment
- Strengthening institutional structure and capacity

Middle Black Sea Development Agency aims at supporting the activities and projects ensuring the implementation of regional plan and drawing up operational programmes to ensure the implementation of the Master Plan.
